美东时间周三（9月23日），TikTok向美国哥伦比亚地方法院申请初步禁令，要求阻止特朗普政府对TikTok的行政命令，以保护TikTok在美国服务免遭禁止。TikTok在申请文件上要求，特朗普及美国商务部应于美国东部时间周五下午2:30前做出回应，并要求法院在周日禁令生效前审判并做出裁决。如法庭批准初步禁令，美国政府对TikTok的禁令将会暂缓生效，直至另行通知。

Tiktok applied to the U.S. District Court of Columbia for a preliminary injunction on Wednesday (September 23) Eastern time, demanding to block the trump administration's executive order against tiktok, in order to protect tiktok's services in the United States from prohibition. Tiktok requested in the application documents that the U.S. Department of commerce should respond by 2:30 p.m. EDT on Friday, and that the court try and make a ruling before the ban takes effect on Sunday. If the court approves the preliminary injunction, the US government's injunction against tiktok will be suspended until further notice.

美国哥伦比亚地方法院法官卡尔·尼科尔斯（Carl Nichols）表示，特朗普政府必须在美国东部时间周五下午2:30前做出文件回应，否则就需要推迟TikTok禁令。

在此之前，美国 用户联合会向特朗普政府提起诉讼之后，上周末，美国旧金山地方法官Laurel对Beeler发布了初步禁令，阻止了美国商务部要求苹果和谷歌在9月20日晚之前下架 。也许这就是TikTok要求法院发布初步禁令的先例。

交易前景仍旧曲折

今年8月，特朗普签署行政令，威胁将封禁字节跳动旗下TikTok和腾讯旗下 在美国的业务。此后字节跳动和甲骨文、沃尔玛拟协商合作成立新公司TikTok Global，以在符合中美两国政府要求的前提下保证TikTok在美国的业务运营。该协议已经提交给美国商务部审批。特朗普表示“原则上同意”该协议，美国商务部也将TikTok禁令推迟一周至27日才实施。

然而，围绕TikTok Global所有权结构的争论仍有可能导致协议流产。字节跳动声称它拥有TikTok全球的 股份，融资后亦将拥有80%股权；而甲骨文则声称美国公司在TikTok全球中占多数股权。本周一，特朗普表示，如果字节跳动参与TikTok Global，那么“我们不会同意这个协议。”
